1.此题考查倍数表达句型.
倍数表达法：倍数词(three times) + 名词
如：I have three times your income.我的收入是你的三倍.
2.后面是一个名词性从句.
如果用that引导,表明该从句不缺少任何成分.
但是it was ten years ago中明显缺少一个表语(was的后面),而只有疑问代词what可以有此功能.

倍数词＋times＋what从句就是在一种表示倍数的结构，记住就行了。
eg。 This is three times what you normally charge
