ROM Stands for Read Only Memory （只读存储器) which used to be the Chip that housed all the OS etc. There were also chips that could be used as Erasable Programmable Read only Memory called EPROMs.
ROM in todays terms are almost always EPROMs but the term has been lost
so people just call it a ROM, but the fact that you can update it means
it must be an EPROM.
In simple terms the ROM would be the OS. OS is the operating system
