[摘 要] 国企改革一直是社会主义市场经济建设中关注的焦点,这不仅是一个经济学、管理学关注的课题,而且也是政府管理的课题,国企改革在经济领域和工商企业管理领域已有不少研究成果,但在公共管理领域则相对较少.以公共管理理论为基础,把国有企业属性理论作为论文研究的出发点,从公共管理角度对国有企业非商业功能的内涵进行阐释,对国有企业营利与非营利之间辩证关系存在的问题进行深层次的分析,本文力图把国内外最新的关于国有企业的相关发展理论,运用到企业实际管理工作中,提出发挥企业非商业功能作用的政策建议和加强这一功能国企应该采取的管理措施,为国企改革在非商业功能方面能够进一步发展做出有益的探索.
