Q1.当who+be（be做助动词）结构出现时在定语从句中时,who+be结构可以被省略.第一个问题中的who is the director of Tendd中,who is 可以被省略,这时the director of Tendd在句中做Anna的同位语,但是第二句中的非限定性定语从句中谓语动词不是be动词（had做动词）,没有who+be结构,所所以第二个定语从句不能省略.Q2.That在两个句子中都是做主语的引导词,引导主语从句.因为两个句子中主语部分the world is round /the watt is a measure of power 都是一个完整独立的句子,所以要把这两个独立句改成从句 才能被容纳到句子中,避免句子中另出现句子的矛盾,又因为这两个做主语的句子不缺成分,所以用that引导主语从句（taht在剧中不做任何成分）,把这两个句子改成从句；如果删去that,那一个句子中会含有两个句子,这是矛盾的.
