Sleet and freezing rain are similar,however they do have distinct differences.
Sleet occurs when there is a shallow layer of air that is above freezing higher up in the atmosphere.Had there not been this small warm layer there would be no sleet,only snow.At the top of the cloud the temperatures are well below freezing.As the precipitation falls,it encounters this small pocket of warmer air and turns into liquid,then when it leaves this pocket of warmer air and enters freezing temperatures nearer to the surface,it will refreeze,thus you have sleet.
Freezing rain is the same as sleet EXCEPT that there is a much deeper warm layer aloft and the freezing temperatures are only at the surface.So if you look at freezing rain falling,it looks just like regular rain,because it is.However,temperatures are below freezing right on the ground.So when the rain hits the ground it freezes into a coat of ice.
Freezing rain will coat surfaces with a layer of ice that is solid and will weigh down trees and power lines.Destruction of trees and power lines as well as damage from falling trees,utility poles,power lines can cause major damage and power outages that can last for weeks.
Ice from freezing rain is more dangerous to drive on.
Sleet will bounce and fall to the ground without weighing down trees and power lines so damage is less likely or severe.Both create very hazardous conditions when traveling.
