首先应理解as soon as：conj.一...就.主句动作在从句动作之后

说明he发出shout at这个动作时离这个个男人很近,此时他应该还在街上或在门口,还没有进去.接着他才发出step inside这个动作.
则shout at应发生在step inside这个动作之前,即主句动作在从句动作之前
另一方面,had shouted为过去完成时,也说明在step inside之前,已经有了shout.
后过头来看as soon as,若选它,则刚好与句意相反,所以错了；A就对了.
可以
因为 had done 是过去完成时 是过去的过去 前面的 stepped 是过去时
所以 had shouted 发生在 stepped之前 所以选A
