摘 要: 面对不断发生的公共危机,政府必须具有透明、责任和高效的形象。但由于现阶段我国政府 公关理念缺失、形象意识不足、与媒体沟通不畅等原因,严重制约着政府形象的建构,所以要 使公共危机治理更加顺利,必须通过设立专门的政府公关机构来处理公共危机,完善政府新闻 发布制度,建立政府与公众之间双向对等的沟通模式,注重公务员的德性建设,提高公务员素 质,培育以公共利益为出发点的危机治理理念等来提升政府形象,提高政府化解危机的能力。

　　Abstract: Facing the public crisis which occurs unceasingly, the government must have a tr ansparent, responsible and highly effective image. However, the favorable imagesof governments in China are seriously restricted to form because the government s at different levels lack the idea about public relation with insufficient imag e consciousness and impeded media communication at present. To control the publi c crisis smoothly, it is necessary to set up special governmental public relatio n departments to handle the public crisis, and perfect the news release system.The departments should bear responsibilities for the mutual communication betwee n governments and the public on equity basis and emphasize the morality advancem ent of public servants and the enhancement of their competence. In addition, the y should update the image of governments by confirming the idea about crisis con trol to which the public interests should be the only starting point so as to en hance the governmental capability of controlling public crisis.

　　政府在防范并化解社会危机方面处在关键地位,能否发挥主导作用是事关政府危机管理成败 的一个重要因素。在风险社会里,政府的生存与发展很大程度上取决于其抵抗风险、化解危 机的能力。由于危机本身同时也意味着危险和一定的机遇,如果现代政府能够适时抓住这一 时机,有效应对和化解危机,对政府良好形象的塑造将具有重要的意义。只有诚实、透明与 负责任的政府才能领导、动员群众共渡难关。
　　
　　一、 政府形象的内涵诠释及其定位
　　
　　在现代政治和经济领域内,某些组织或企业常常因为一些不太好的作为而招致被全盘否定, 导致其无法与相应的目标公众进行沟通和交流,乃至正面形象的完全崩溃。那么何为形象呢 ?根据公共关系学者的定义,形象就是一个组织的政策以及行为在公众心目中留下的印象。因 为 它决定公众对一个组织的态度,决定公众对组织的政策和行为是否理解、支持和认同,因而也 决定着组织的命运。古今中外任何一个政府无不十分重视自己的形象建设,以使政府在行使 职权时更有公信力和效率,顺利地推行各种政策,实现政府管理的目标。所以政府形象是政 府以其方针、政策、目标管理以及领导人、公务员的行为等要素作用于社会公众而形成的一 种综合认知的结果,即社会公众对政府组织印象的总和［1］。
